The 'Rehab' singer - who was previously denied a US visa for possessing cannabis and assaulting a fan - wants to reaffirm her commitment to her former spouse but needs to get the all-clear from authorities before they can fly out to plan the ceremony.
The couple - who reconciled earlier this year, months after divorcing - originally married in a surprise ceremony in Miami, in May 2007 and although the pair are planning a similar laid-back approach to their nuptials, have opted for a different US location because the singer is scared returning to Florida could be disastrous for their relationship.
A source said: "They will definitely be getting married and have agreed on Las Vegas. Amy doesn't want a traditional ceremony and wants it to be similar to their first wedding.
"She chose not to marry in Miami again because she thinks it could be a bad omen. She can't stop talking to people about their future together."

Blake Fielder-Civil - who reunited with the 'Back to Black' singer earlier this year - has reportedly told her to seek help for her alcohol addiction before he will consider marrying her again.
A source told Britain's The Sun newspaper: "Amy is always telling Blake she wants to get married again but he's saying not until she cleans up her act."
Meanwhile, Amy has reportedly spent £70,000 staying in a hotel for just 10 days.
The 'Rehab' singer has astonished staff at London's upmarket Langham hotel with her extravagant spending, insisting on staying in a plush suite containing an infinity pool and two bedrooms while waiting on the results of a survey being carried out on a property she is planning to buy.

Amy Winehouse is buying a £2.5 million London house.
The 'Rehab' singer moved out of Camden, north London, last year in a bid to put her drug struggles behind her but now wants to return to the area, where she previously lived with former husband Blake Fielder-Civil, who she has now reconciled with.
A source said: "Amy has been house-hunting for months and finally found somewhere that meets all her needs. It is large and homely and has everything."

Amy Winehouse spent £10,000 on shoes in one afternoon.
The troubled singer - who has a history of drug addiction - has sparked concern among her loved ones with her mammoth shopping sprees, forcing her father Mitch Winehouse to step in to try and help her break her new habit.
He said: "Amy has blown stupid amounts on shoes, she's replaced her drug addiction with a shopping addiction. She bought 20 pairs of designer shoes in one afternoon.
"I returned them all to Selfridges. She'd never wear them, she has two rooms full of un-opened, unworn shoes, it's ridiculous, such a waste."
Mitch, 58, has been very vocal about his dislike of Amy's ex-husband, Blake Fielder-Civil, 27, and with rumours circulating the couple are set to re-marry, he admits he "drives himself sick" with worry about the situation, but knows the 26-year-old singer won't listen to him.

Amy Winehouse has given away her 11 cats.
The 'Rehab' singer - who flew out to Jamaica to work on her much-anticipated third album earlier this week - has given two of her beloved pets to goddaughter Dionne Bromfield and called an animal shelter asking them to pick up the others from her London home.
A source told The Sun newspaper: "Amy was pretty upset about it because she loved them dearly, but she had to give them up.
"They were climbing all over the place, breeding and generally getting out of control."
Although Amy has got rid of her cats, she won't be short of company when she returns to the UK as she is believed to be planning a reconciliation with ex-husband Blake Fielder-Civil.

Amy Winehouse has invited ex-husband Blake Fielder-Civil to join her in Jamaica.
The troubled star arrived on the Caribbean island on Monday (08.02.10) so she can finish her long-awaited third album, but friends of the 26-year-old singer are now concerned she won't get any work done now Blake is coming to stay.
The 'Back to Black' singer is currently arranging flights for Blake - who was released from jail last February after serving time for grievous bodily harm (GBH) and attempting to pervert the course of justice - who had been ordered to stay in Britain until the end of this week to complete his drug treatment programme.
A source told The Sun newspaper: "Amy and Blake want to spend some time together away from home where they have been governed by his curfew.
"She is desperate for him to join her and, of course, he wants a nice holiday and some fun. Friends have tried talking her out of it - but at the moment she's more focused on work than she has been for ages."

Amy Winehouse is going back to the Caribbean.
The 'Rehab' singer - who spent more than six months on the island of St. Lucia last year - is flying out to Jamaica later this month but has been warned by her record label not to treat the trip as a holiday.
A source told The Sun newspaper: "She'll fly out next week. She is really excited about going back because she loves the Caribbean so much.
"But she's been told it's not a party. She has to work."
Amy, 26, previously took an extended break in St. Lucia from December 2008 to July last year, and enjoyed herself so much she even launched a residency bid to stay on the island permanently.
Troubled Amy, who was overcoming drug problems during her time on the island, had been asked to work on her much-delayed third album during her stay but recordings failed to materialise and
concerns were raised about Amy's drinking after guests at the luxury resort she was staying at complained about her rowdy behaviour.
Attempts to get her career back on track were disastrous, with her performance at the St. Lucia jazz festival in May abandoned halfway through, reportedly after being booed by the crowd, although the official reason given was adverse weather conditions.

Amy Winehouse's manager has bought her a painting - which depicts her as a housewife.
The troubled singer was delighted when her manager Raye Cosbert presented her with the Gerald Laing work, which depicts her vacuuming a living room carpet and quickly hung it in her London home for all her pals to see.
Raye said: "She absolutely loves it. It takes pride of place in her home."
Explaining his inspiration for the series of pictures he created of Amy last year, Gerald admits he felt compelled to paint her because he is obsessed with her constantly chronicled life.
The 74-year-old artist - who first became famous in the 1960s and whose pieces sell for hundreds of thousands of pounds - said: "I think she is an icon and I am fascinated by her.

Amy Winehouse has confessed she is bisexual.
The 'Back to Black' singer - who married Blake Fielder-Civil in May 2007 but got divorced in August 2009, after Blake filed for divorce on grounds of adultery - reportedly told a friend she has had relationships with women as well as men.
The 26-year-old star revealed to the pal: "So what? I like girls as well. I have had relationships with other women but that doesn't mean I don't still love Blake.
"There is something about being with a woman that is very satisfying. I don't care what people think about me being bi - I do what feels good."
Speaking with Amy's consent the friend told the News of the World newspaper that Amy has feelings for other women and has a crush on Girls Aloud star Cheryl Cole.
She said: "There is nothing restrained about Amy's sexuality. She doesn't hold back and says what she feels. She often talks about other women.
"Her favourite is Cheryl, who she really fancies. Most women can appreciate another woman's beauty but Amy definitely takes that to the next level."
Despite being bisexual, those close to Amy still believe she end up reconciling with Blake, 27.

Amy Winehouse will remarry Blake Fielder-Civil and have children, according to a psychic.
Recovering drug addict Blake's mother Georgette Civil contacted celebrity medium Denise Harrison, who did a special reading to see what the future holds for her son and his singer ex-wife.
The psychic claimed things will be positive for the couple and they will elope to tie the knot for a second time when Blake leaves rehab in Sheffield, Northern England, next month.
Denise also stated they will go on a "spiritual journey" together, but both will stay off drugs.
Georgette, 46, said: "I wanted to know whether their future was going to be positive.
"Denise told me that they are going to remarry very soon. It's going to be abroad. She said they would always be together because of the huge bond between them.
